HSE Service Provider Intervention: Focus on LEV Providers

During February and March 2026, Occupational Hygiene specialists will lead a pilot project to assess how third‑party LEV suppliers and installers manage the health and safety of their employees while carrying out maintenance work on client sites. This short, focused initiative aims to build a clearer picture of current industry practices and identify any areas requiring improvement.

Purpose of the Intervention

The intervention will concentrate on two key areas:

  1. Personal Protective Equipment (PPE) and Worker Protection

Inspectors will review:

  • The suitability and adequacy of PPE used during filter changes and other maintenance tasks.
  • Maintenance and examination arrangements for non‑disposable respiratory protective equipment (RPE).
  • The quality and appropriateness of risk assessments, working methods, training, and health surveillance in place for employees undertaking LEV-related maintenance activities.

The goal is to ensure that LEV service providers have robust systems that adequately protect workers from exposure to hazardous substances during routine tasks.

  1. Intelligence Gathering on LEV Commissioning Practices

The project will also collect insight into how LEV commissioning is carried out across different companies, including:

  • How often commissioning is performed.
  • The intended purpose and scope of commissioning work.
  • The typical content and quality of commissioning reports.
  • Competence levels of those carrying out commissioning.
  • Duty holder expectations and understanding of commissioning requirements.

This intelligence will support HSE’s ongoing work to strengthen industry awareness and improve commissioning standards to ensure LEV systems consistently protect workers from harmful airborne contaminants.
